Operations Administrator Department: Collaborative Bridges Reports
to: Executive Director of Collaborative Bridges Purpose: The
Quality and Operations Administrator will provide leadership in the
development and collection of key clinical and operational measures
to inform and advance the work of Collaborative Bridges’ Healthcare
Transformation Collaborative. The person hired will works with
Collaborative organizations (The Loretto Hospital, Humboldt Park
Health, Hartgrove Hospital, Community Counseling Centers of
Chicago, Habilitative Systems, Inc, and Bobby E Wright), the state
of Illinois, insurance providers, and external stakeholders in
collecting and interpretating data related to utilization of
services in accordance with program design. This person will
participate in performance monitoring and will advance population
health measurements of behavioral health interventions. The
administrator will assist in identifying, developing and
participating in quality improvement initiatives based on data
trends relevant to advancing health equity and ensuring provision
of care that addresses root causes of mental health and substance
use needs. They will provide oversight of Collaborative’s
technology platforms and assist in management of clinical
databases. This position will be key personnel in managing
relationships with Managed Care Organizations and other contracted
partners. The Collaborative Bridges program is an innovative care
coordination and crisis stabilization pilot program to connect
individuals and families with substance abuse and mental health
needs upon their discharge from hospitals and provide support with
therapy and care coordination services until linked to long term
community providers or consumer needs are resolved. For more

www.thecollaborativebridges.org Minimum Qualifications: Bachelor’s
or Master’s Degree in social work, data science, or public health,
or relevant field. Prior not-for-profit experience with a
healthcare provider. One years experience in quality improvement
and quality assurance activities. Competencies: Must be able to
work independently and work effectively in a team setting.
Demonstrated ability to build healthy working relationships with
all people of diverse social cultures, and economic backgrounds.
Experience creating presentations using Power Point and proficient
in Excel (formulas, pivot tables, and manipulating data) Ability to
learn new data systems and to generate reports from raw data.
Ability to clean data and present raw data to stakeholders. Work
collaboratively with interdisciplinary teams and health care team
members both internal and external to the organization to improve
patient care through effective utilization and monitoring of health
care resources. Detailed and extensive knowledge of mental health
care systems, including evaluation of clinical efficiency and
effectiveness. Ability to utilize data and metrics to improve
Collaborative Bridges processes and workflow. Excellent
interpersonal skills, including strong verbal and written
communication skills. Ability to plan, develop, and manage multiple
projects/systems. Significant knowledge of governmental, funding,
and accreditation requirements in the State of Illinois. Ability to
comprehend complex ideas, develop solutions to problems, and to
analyze qualitative and quantitative data. Ability to facilitate
discussions and negotiate resolution of complex issues. Ability to
work effectively within a team. Ability to resolve issues
objectively and maintain strict confidentiality. Ability to develop
solutions to problems and to analyze qualitative and quantitative
data. Knowledge of HIPAA privacy and security regulations. Duties
and Responsibilities: Support Collaborative leadership in
evaluation and measurement of clinical activities in compliance to
key indicators of success and clinical goals. Develop and maintain
effective means of tracking and reporting required, contract-based
performance measures. Ensure service delivery is consistent with
the goals of Collaborative. Assist in operational oversight of
clinical activity and key performance performance indicators of
Collaborative. Support Collaborative level integration of health
information to ensure singular and longitudinal tracking of
outcomes. Work closely with Clinical Supervisors/Director,
leadership, and relevant stakeholders, related to determining and
meeting performance-based tracking and reporting needs. Provide
leadership and coordination for external auditors & reviewers.
Participate in grant acquisition process as relates to data needs
assessments. Provide data and analytic reports to Collaborative and
external stakeholders. Provide ongoing efforts to maintain and
improve program compliance and growth, including interpreting
clinical performance and alerting clinical staff, supervisors, and
leadership when deficiencies occur. Fosters a collegial and
transparent operating culture among staff. Initiates, cultivates,
and maintains relationships with human services and governmental
agencies, health service vendors, and public and private groups to
enhance service delivery and foster greater community integration.
Works closely with leadership to evaluate systems for process
improvements and efficiencies. Stays aware of current service
delivery, medical services, and operational reporting requirements,
techniques, and practices. Actively participates on committees and
special projects. Complete reports related to data and analytics as
requested by Collaborative Leadership. Adheres to confidentiality
practices and procedures. Performs other duties as assigned by
Collaborative Bridges leadership.
